Hardware key is not installed on system. Utilities disk was not loaded or machine was not rebooted after install.

Reinstall utilities disk for Windows NT.

Check that the Customer ID number (CID), hardware key number, and sequence number on the Check Admin Counts screen match the administration disk. If they do not match, reinstall the Utilities disk.
